Here's a page from Boys Life Magazine from October, 1961, on sending WIGWAG Code. The description is brief, but if you know your Morse Code this should be enough to get it. One significant difference with WIGWAG, as Boys Life points out, is that there is an explicit word separator, the "Front" motion.

Notice the WIGWAG team which, like a Semaphore flag team, includes a flagman, an observer, and a scribe (recorder).
